But... in if I were in your shoes, I'd pitch it as a fantasy if that's essentially what it is. I'd let the agent decide for herself that is that a Wild-West feel (if it did, to her). You don't need a High Concept marketing pitch for novels. It helps if you can get at what you feel you've accomplished, and in a short, pithy way.
