I don't pay those costs, either with my old agent or my current agent.
In my contract, Tor sends me however many (20?) copies of the book, and they send my agent another 20. My current agent asked me to send four copies of each of my existing novels, for new foreign rights sales, which I did, at my own expense which seemed perfectly reasonable.
